This 16 Hour CSTI Hazardous Materials Incident Commander (CSTI Certified Classroom Version) course provides the tools a person needs to assume control of an emergency response to a hazardous materials incident. It focuses on legal and practical requirements to safely and competently manage a hazardous materials incident. Instructional methods include class activities, case studies, and tabletop exercises, with an emphasis on hands- on decision-making.

Overview

Students who take this CSTI 16-hour Hazardous Materials Incident Commander training will have completed most of the 24-hour training requirement for certification as a Hazmat Incident Commander. In order to be certified by this CSTI training, students must also complete First Responder Operations (FRO) training and ICS-100 training (see: REQUIREMENTS).

OSHA requires certified Hazardous Materials Incident Commanders to take annual refresher training, which consists of "sufficient content and duration to maintain responder competencies." This may be interpreted as taking this or other relevant training each year.

About This Training

Hazardous Materials Incident Commanders are trained to manage hazardous materials emergencies beyond that of the First Responder. Upon arrival at the scene of an incident, they formally assume command from the first responder, who should have established a working Incident Command System (ICS) and functioned as the interim Incident Commander.

What is CSTI-Cal OES Training?

The California Specialized Training Institute (CSTI) and the California Emergency Management Agency (Cal OES) serve as a critical component in providing emergency training programs to professionals who strive to protect and rescue citizens in harm. Training certification will be granted under California Government Code Section 8574.19-23 and California Code of Regulations Title 19, Sections 2510-2560.

This course will be taught by a CSTI certified outreach instructor who has successfully completed the CSTI course AND a CSTI Instructor Certification Course.

How Long Is This Training?

This training will take a minimum of 16 hours to complete. Our standard 2-day delivery format is two consecutive 8-hour days. Other options are available for client-hosted classes.

Who Should Take This Training?

This course is intended for firefighters, government employees, military personnel, and private industry emergency responders, who could manage a hazardous materials emergency.

Is This Course Certified?

Each participant who successfully completes this course will be issued a state certificate from CSTI/Cal OES.  This course also complies with the training requirements for Hazmat Incident Commander under Fed-OSHA, Cal-OSHA, and NFPA 472. While a downloadable temporary certificate is available within 24 hours of completion, the certificate from the State of California takes up to 3 weeks for delivery.

How Else Can I Take This Course?

Currently, Safety Unlimited is only authorized for classroom delivery of this training, which is offered both through open enrollment or by employers hosting their own on-site training. You can request a quote to have on-site training conducted at your location.

The 16-hour CSTI/Cal OES version of this training has not been approved for online course delivery.

REHS Continuing Education Credits

Per the California Department of Public Health, Safety Unlimited, Inc. is authorized to offer 16 Contact Hours (1.6 CEUs) of Continuing Education (CE) for this program.

While these CE units are intended for Registered Environmental Health Specialists (REHS) in California, they are often transferred to other accrediting bodies. Please check with your specific agency for more details and to learn if your agency accepts this course for CE credit (Public Health Accreditation #044).

About This Course

This course includes instructor-led lectures where students are encouraged to engage with the instructor, answer questions posed by the instructor and ask questions of their own. The course will also include several tabletop exercises that will require students to resolve situations based on the information they have learned in the course.

These lectures and exercises are intended to help prepare students for the final exam.

You must complete all training content, including lectures, exercises, the final exam, and the course evaluation in order to receive a course completion certificate and the Continuing Education Units (CEUs) for this training.

Course Exams

This course has a single final exam provided at the end of the second day of training.

Course Sections

The exam consists of 30 questions. A score of 70% or better is required to pass the exam. After completing the exam, the instructor will lead a discussion of the exam results to explain each answer. Students who do not pass the exam the first time are invited to retake the exam.

Course Objectives

The objectives of the CSTI 16-hour Hazardous Materials Incident Commander course are to meet the OSHA training requirements found in 29 CFR 1910.120(q)(6)(v).

Learning Objectives

  • Upon completion of this course, the student will be able to:

  • Explain the purpose of the Incident Command System (ICS);
  • Identify different types or resources used during incident response;
  • Identify regulations that define the roles of responders;
  • Describe the types of plans used to prepare for events and incidents;
  • Respond to hazardous incidents based on assessments;
  • Form plans for incident response;
  • Mobilize and utilize incident resources;
  • Collect and interpret hazard and response information;
  • Estimate potential outcomes within the endangered area and identify potential response options;
  • Develop an Incident Action Plan (IAP) and Site Safety Plan;
  • Determine risks to responders based on site hazards;
  • Minimize risks to site workers;
  • State the procedure for notifying and utilizing non-local response resources;
  • Identify actions to take to protect incident responders, the environment and property, and civilians in the area of an incident;
  • Describe the steps necessary to terminate an incident.
Training

This course is designed to meet OSHA training requirements for Hazardous Materials Incident Commanders, who must be trained in accordance with section (q) of the HAZWOPER regulation.

The total hourly requirement for Hazardous Materials Incident Commanders is 24 hours. This 16-hour class, coupled with the prerequisites described below, will bring the student to the 24-hour training level requirement.

What to Bring

Students are not required to bring any technology or equipment to the training. All technology, equipment, documentation, etc. needed for this training is provided by Safety Unlimited, Inc. Students may bring electronic note-taking devices if they choose.

Prerequisites

In order to be certified as a Hazardous Materials Incident Commander, students must complete the 16-hour Hazardous Materials Incident Commander course as well as an additional 8 hours of training to meet the 24-hour training requirement.

The additional 8-hour CTSI training requirement is met by taking two additional courses: First Responder Operations and ICS-100.

First Responder Operations (FRO) can be taken online Hazardous Materials First Responder Operations (FRO) Level II Responder or in the classroom 16 Hour CSTI Hazardous Materials First Responder Operations (FRO) Level II Responder. ICS-100 can be taken free from FEMA.
